The Cochrane Library, hosted by Wiley is a mobile friendly site. You should be able to access the database from your tablet or phone using the URL's from the library.
Cochrane Library does have a free app that is available from Google Play or the iTunes Store. This app is not related to the library's subscription and contains abridged Systematic reviews. From the publisher:
